DISTRICT GOVERNING BOARD SCHEDULES SECOND FALL MEETING FOR OCTOBER 17, 2023, IN PRESCOTT VALLEY CENTER

Event is scheduled to begin at 1:00 p.m. with a two hour study session followed by one hour business meeting

According to its website, the Yavapai Community College District Governing Board will hold its second general meeting since last May on October 17, 2023, at its Prescott Valley Center.  The meeting is scheduled to begin at 1:00 p.m.

The Board’s posted meeting schedule, which was checked Saturday, says there will be a two hour study session and a one hour business meeting. 

There is normally an opportunity for a citizen to address the Governing Board near the beginning of the meeting.  A citizen wishing to address the Board is usually asked to complete a “Request to Speak” form, and give it to the Recording Secretary. The speaker should be prepared to limit his or her remarks to the designated time (from one to three minutes although typically three minutes).

Under Arizona law, a citizen has a right to attend, listen, tape record, or videotape all of these meetings. The public may not disrupt, but may speak during the Call to the Public at the beginning of this meeting if the call is on the agenda. See Ariz. Att’y Gen. Op. No. I78-001.

You may access the agenda for this meeting at the District Governing  Board’s website when it is eventually posted, which most likely a day before the meeting to minimally comply with Arizona’s Open Meeting Law.

AFTER ALMOST FOUR MONTHS WITHOUT A REGULAR BUSINESS MEETING, YAVAPAI COMMUNITY COLLEGE SCHEDULES A SESSION FOR SEPTEMBER 19 AT THE ROCK HOUSE ON PRESCOTT CAMPUS

Study session to run from 1:00 p.m. for over an hour. There are 15 minutes set aside for a business meeting. A 90 minute secrete executive will then be held to establish goals for President Rhine in the coming year. Board rejects modern technology and will not live stream meeting

The Yavapai Community College Governing Board is scheduled to meet on September 19 at the Rock House on the Prescott Campus. The first part of the agenda called a “work session” is scheduled to begin at 1:00 p.m. According to the announced agenda, about 15 minutes have been set aside for a “business meeting” later is the session. That will be followed by a secret executive meeting that may run for an hour and a half (See agenda). The purpose of the executive meeting is to set goals for President Dr. Lisa Rhine for the coming year.

About ten minutes have been set aside at the beginning of the meeting for input on any subject by members of the public. A citizen wishing to address the Board is normally asked to complete a “Request to Speak” form, and give it to the Recording Secretary. The less than opaque process regarding distribution of information to the community by the Governing Board is disturbing. Few know much at all about the operational decisions involving its two campuses and four centers in the County. This presents a significant challenge for rural residents throughout the County interested in the health of the College.

One example of the opaque process is how the agenda is handled. The agenda provided prior to the handful of yearly Board meetings leaves community members with scant opportunity to familiarize themselves with items touched because of the intentionally sparse descriptions of agenda items. This lack of detail creates a formidable hurdle, if not an insurmountable one, in evaluating whether a particular agenda item justifies the significant sacrifice of a 100 to 200-mile round trip and a day off from work to attend the meeting in person.

Another example of the opaque process is the Governing Board’s rejection of of modern technology.  Despite having all the equipment and personnel needed, it refuses to live-stream its infrequent sessions exacerbates the problem about a resident of the County gaining meaningful information. County residents are left without real-time updates and information about the affairs of a $100 million dollar government educational institution funded by their property taxes.

A third example of the satisfaction the Board has with the out-of-date opaque process is its refusal to require those using PowerPoint slides during a meeting to provide them so they can be posted on the Board website either prior to or after their use during a meeting.  

There is a pressing need for greater transparency and accessibility in the District Governing Board’s proceedings. Rural residents and taxpayers deserve a more inclusive and informative process, particularly for a publicly funded institution of this magnitude. Or maybe, there’s a pressing need for new Board members who actually care about providing their constituents with actual information.

YAVAPAI COMMUNITY COLLEGE GOVERNING BOARD SCHEDULES TRUTH IN TAXATION HEARING TO CONSIDER 5% TAX RATE INCREASE FOR TUESDAY, May 16, 2023, 1:00 P.M. ON THE PRESCOTT CAMPUS

Hearing and vote to take place at the Community Room (19-147) on the Prescott Campus

A host of hearings have been scheduled for Tuesday, May 16 by the Yavapai Community College Governing Board relative to the 5% tax rate and other issues.  The Governing Board will convene at 1:00 p.m. Tuesday, May 16, 2023, 1:00 P.M. on the Prescott Campus at the Community Room (19-147) to consider the tax rate increase and other matters. A business meeting will be held following the tax rate increase hearing.

Those who wish to be heard regarding the proposed 5% tax rate increase will be given a minute or two, possibly three minutes,  to express their views at an Open Call.

Unfortunately, despite a County geographically larger than several states, the Community College does not live-stream its meetings so residents who are disabled, working or who live 50 to more than 100 miles away from the Prescott Campus may view what is happening in real time. Normally, a videotape of the meeting  is posted about a week later.

YAVAPAI COMMUNITY COLLEGE GOVERNING BOARD SCHEDULES STUDY SESSION AND BUSINESS MEETING FOR TUESDAY, MARCH 21 AT SEDONA CENTER

Board convenes at 1:00 p.m. and anticipates ending sometime around 4 p.m.

The Yavapai Community College District Governing Board will hold a study session and business meeting at the Community College’s Sedona  Center on Tuesday, March  21, 2023, beginning  at one P.M.  

There will be an Open Call to the public prior to the business meeting around 1:00 p.m.  where members of the public may address the Board for up to three minutes.

Members of the Governing Board are not supposed to discuss or take legal action on matters raised during an Open Call to the public unless the matters are properly noticed for discussion and legal action. A citizen wishing to address the Board should complete a “Request to Speak” form, and give it to the Recording Secretary. The speaker should be prepared to limit his or her remarks to the designated time (as noted above, usually three minutes).

YAVAPAI COMMUNITY COLLEGE GOVERNING BOARD SCHEDULES BUDGET WORKSHOP FOR FRIDAY, FEBRUARY 24 FOR 9:00 A.M. TO 4:0O P.M AT PRESCOTT CAMPUS ROCK HOUSE AND WILL LIVE STREAM THE MEETING

The agenda includes decisions regarding purchasing more land in Prescott Valley and leasing some additional land near the Verde Valley

The Yavapai Community College District Governing Board has scheduled a budget workshop for Friday, February 24 to begin at 9:00 a.m. on the Prescott Campus at the Rock House.  The Governing Board web page says the workshop is scheduled to run until 4:00 p.m.  The meeting will also be live streamed because of the poor weather conditions in the County. 

Among items to be discussed is the purchase of additional land in Prescott Valley for the College and possibly leasing some land near the Verde Valley.

GOVERNING BOARD SCHEDULED TO HOLD ALL DAY WORKSHOP TUESDAY, JANUARY 31, 2023 WITH BOARD ELECTIONS AND POLICY DISCUSSIONS

Workshop to be held at the Career and Technical Education Center at Prescott airport to begin at 9 a.m. and run to 4 p.m.

The Yavapai Community College District Governing Board is scheduled to hold an all-day workshop on Tuesday, January 2023.  The Board’s meeting schedule calendar shows the workshop is to be held at the Career and Technical Education Center at the Prescott airport. It  will begin at 9 a.m. and run to 4 p.m.  This will be the first meeting of the District Board since November 2022.

One of the first items of business will be nominations and election of Board officers. There is no Open Call to the public noted on the Agenda for this meeting.

YAVAPAI COMMUNITY COLLEGE DISTRICT GOVERNING BOARD REGULAR MEETING TUESDAY, NOVEMBER 15, 2022, AT 1:00 P.M.

Meeting to be held in Room M-137, Verde Valley Campus, 601 Black Hills Drive, Clarkdale, Arizona 86324; College Facilities Master Plan to be discussed and voted up or down

The Yavapai Community College District Governing Board will hold a its eighth and last business  meeting for 2022 on Tuesday, November 15, at Room M-137, Verde Valley Campus, 601 Black Hills Drive, Clarkdale, Arizona 86324. The meeting is scheduled to begin at 1:00 p.m.

There is an Open Call to the public where a speaker is usually limited to three minutes. Members of the Governing Board are not supposed to discuss or take legal action on matters raised during an Open Call to the public unless the matters are properly noticed for discussion and legal action. on the Board agenda.

A citizen wishing to address the Board should complete a “Request to Speak” form, and give it to the Recording Secretary. The speaker should be prepared to limit his or her remarks to the designated time.

One of the most important items to be discussed and voted upon is the College Facilities Master Plan.

Disabled veterans, the elderly, wheel chair bound residents, students, faculty, and  those who can’t take a day off work to attend, and other interested residents who would like to know what the Board is doing in detail  must wait to view a video tape of the meeting that the College posts anywhere from a few weeks to several months after a meeting on the District website. The Governing Board also does not live stream its meetings, which is a contrary to the practice followed by most other major governmental units in Yavapai County.

BOARD TO HOLD UNSCHEDULED ALL DAY MEETING OF SOME SORT MONDAY, NOVEMBER 14

Not on published schedule and no information about meeting yet available; Guess it’s on Prescott Campus at the Rock House and will begin at 9 a.m. 

The Yavapai Community College District Governing Board will hold a meeting Monday, November 14, at the Rock House on the Prescott Campus.  The meeting will begin at 9 a.m. The address is 1100 E. Sheldon Drive, Prescott, Az. 86301.

Although the Board has not posted the meeting  on its website, the event date, time and place  is based on reasonably reliable information obtained by the Blog.  

If you are curious about the meeting, watch for a posting of an agenda on the Governing Board website sometime late this week; most likely Friday or Saturday. It should also confirm the information the Blog has been able to obtain about the meeting’s time and place.

It is doubtful there will be an Open Call to the public for this type of meeting but double check the agenda.

There will likely be no live streaming of the meeting by the College, a taxpayer supported institution. It prefers to make it as difficult as possible for the public to accurately know what it and the Board discuss during these meetings.  There also will likely be no video record kept. Once again, the reason for this is to make it as difficult as possible for the public to know precisely what transpires at these types of meetings unless they appear with their own recording equipment.

The meetings begin at 1 p.m. and are scheduled to end by 4:00 p.m.

The Yavapai Community College District Governing Board will hold a study session and  General meeting on Tuesday, September 27 beginning at one p.m.   The study session was listed by the Community College as running from 1:00 p.m. to 3:00 p.m. while the business meeting is scheduled for 3:00 to 4:00 p.m. The meetings will be held at the Rock House on the Prescott Campus. The address is 1100 E. Sheldon Drive, Prescott, Az. 86301.

There is an Open Call to the public scheduled for shortly after 1 p.m.  Members of the Governing Board are not supposed to discuss or take legal action on matters raised during an Open Call to the public unless the matters are properly noticed for discussion and legal action.

A citizen wishing to address the Board should complete a “Request to Speak” form, and give it to the Recording Secretary at the meeting site. Unfortunately, there is no accommodation for persons viewing the meeting on-line to similarly address the Board if the meeting is broadcast live on YouTube.  The speaker at the Rock House should be prepared to limit his or her remarks to the designated time (usually three minutes).

Although there is no mention of this on the Governing Board website, it is usually possible to view the meeting live via YouTube by searching for Yavapai College.

Yavapai Community College will hold a special District Governing Board meeting on Tuesday, August 9, 2022, beginning at 3 p.m.  The entire meeting will be held online, and you may view the session on YouTube.  (See insert below for YouTube address.)

The topic is “Yavapai College Aviation Program differential tuition.”  Nothing more is known about the meeting.
