VERDE CAMPUS OPEN HOUSE TO BE HELD SATURDAY, APRIL 30

Hours from 9:30 a.m. to noon

OPEN HOUSE SATURDAY APRIL 30 ON VERDE CAMPUS

The Yavapai Community College Verde Valley Campus will hold an open House on Saturday, April 30th  from 9:30 a.m. to noon.  The campus is located in Clarkdale, Arizona at 601 West Black Hills.

Those attending the Open House may tour facilities, seek assistance with registration, financial aid, and academic advising. They can also learn about the various programs on the campus, from construction, HVAC technician, and plumbing to nursing, art, winemaking during the Open House.

“At our open house, we’re excited to assist people with fall registration.” Said Associate Vice President of Enrollment Management, Diana Dowling. “We will be showcasing and answering questions about our Verde programs, and we’ll also be doing campus tours, giving away YC branded items, and helping students register for the upcoming fall semester.” 

Visitors will also have the opportunity to take part in scholarship giveaways during the open house.

YAVAPAI COMMUNITY COLLEGE DISTRICT GOVERNING BOARD TO MEET AT 1:00 P.M. TUESDAY, APRIL 12, 2022, AT 1 P.M. AT THE ROCK HOUSE ON THE PRESCOTT CAMPUS

The Yavapai Community College District Governing Board will hold its monthly General Open Public Meeting on Tuesday, April 12, 2022, at one P.M.   The meeting will be held at the Rock House on the Prescott Campus. The address is 1100 E. Sheldon Drive, Prescott, Az. 86301.

There is an Open Call to the public, which is scheduled for the opening minutes of the meeting.

 Members of the Governing Board are not supposed to discuss or take legal action on matters raised during an Open Call to the public unless the matters are properly noticed for discussion and legal action.

A citizen wishing to address the Board should complete a “Request to Speak” form, and give it to the Recording Secretary. The speaker should be prepared to limit his or her remarks to the designated time (usually three minutes).

Under Arizona law, the public has a right to attend, listen, tape record, or videotape these meetings. The public may not disrupt, but may speak during the call to the public at the beginning of this meeting if the call is on the agenda. See Ariz. Att’y Gen. Op. No. I78-001.

The Governing Board no longer publishes a “full agenda”  for the afternoon  meeting. Rather, it posts what is calls an “Agenda Summary.”  For your convenience, the Blog has posted the “Agenda Summary” that was posted earlier this week.

LIMITED DEVELOPMENT PLAN FOR EAST-COUNTY COMMUNITY COLLEGE DEVELOPMENT OVER THE NEXT DECADE TO BE ROLLED OUT AT INVITATION ONLY POLITICAL PERSUASION MEETING THIS TUESDAY IN SEDONA

Sedona Council noted date conflict to College officials on January 25  because of regularly scheduled Council meeting but College did not change date 

Yavapai Community College’s Prescott based administrators and the College’s west-side dominated Governing Board will celebrate a half century of extraordinary tight control over development in Sedona/Verde Valley when it holds an invitation only meeting in Sedona on Tuesday, March  22 at 5:00 p.m.  with local politicos. (Subject to secret change.)

At that meeting, it is anticipated  that the Community College and its consultants will  spend most of the time heavily politically selling  a story to the locals about the limited educational development plan they are moving toward for Sedona/Verde Valley over the next decade.  Because of a lack of east-side control over community college development, there is little, if anything, the local politicos can do but politely sit and listen.

The exact time the meeting starts and who was invited remains a secret from the general public.  According to information provided the Blog, this is a private meeting and the public is not invited.

The meeting with local officials first came to light at a session of the Sedona City Council on January 25 when the Community College officials were presenting an update.  At that time Sedona officials noted the March 22 conflicted with the normal Tuesday session of the Sedona City Council, which begins at 4:30 p.m.  Community College officials promised to give the information about to the Prescott administrators. (See video clip.)  The conflict with the Sedona City Council meeting did not persuade the College to change the date.

 

YAVAPAI COMMUNITY COLLEGE TO HOLD SECOND ROUND OF MASTER PLAN DEVELOPMENT ONE-HOUR PUBLIC FORUMS IN PRESCOTT AND THE VERDE VALLEY ON VALENTINE’S DAY (FEB 14)

The forum in the Verde Valley is scheduled for  the Verde Campus in Building “M,” Room 137 from 4 p.m. to 5 p.m. | This is second round of forums as the first forums were held December 6 and 7

Yavapai Community College has announced that it will spend one hour on Monday,  February 14 from 4:00 p.m. to 5:00 p.m. at an open forum on the Verde Campus, Building “M,” Room 137. The purpose of a second forum appears to be  essentially the same as the first. According to the Community College’s announcement on is web page, the second forum on February 14 will be used:

 “to help guide the next eight years of capital investments for college facilities. The Campus Master Plan will incorporate the College’s Strategic Plan to determine where and when to invest resources at the campuses and centers to either upgrade, enhance, or construct infrastructure to support academic facilities and support resources and/or create student engagement and activity areas, community common spaces, improve campus and center aesthetics, among others.”

Recall that the first public forum on the Master Plan was  held on the Verde Campus on December 6, 2021. There was a good turn-out for that meeting with citizens  from Sedona and the Verde Valley in attendance. It included Sedona’s mayor, former mayor,  vice mayor and members of the local town and city councils. There were also a few faculty from the Verde Campus.  

In general, the citizens at the first forum  expressed a strong need for development in Sedona and the Verde Campus over the next decade that included faculty/student on-campus housing, enhanced and expanded Career and Technical Education facilities, an enhanced and expanded vineyard and viticulture program, an expanded  and improved  culinary facility at the  Sedona Center, and continued support and expansion of the Allied Health programs. They also encouraged the College to consider adding  programs that are not included on the east side of the County such as music and theatre.

There were concerns expressed from some of the citizens at the first forum in December about the composition of the present sixteen-member development planning steering committee. This committee is heavily balanced in favor of the west side of the County.  It  consists of fourteen persons from Prescott and only two from the Verde Valley.

There were also expressions of concern at the first forum among some that ten years ago the same planning team used back then was hired once again to plan future development. The last time the Community College created a development plan it ended up with a  $103.5 million dollar plan with over 95% of development focused on the west side of the County along with the possible closing of the Sedona Center. There were hopeful expressions during the first forum in December of this year that a ten-year(or eight-year) plan created in  2022  would not yield such an incredibly uneven and unfair  result.

Recall that a decade ago east side residents also spoke to the same  planning group that was once again hired to do Community College development planning.  Those east side voices made  no dent in the decision to allocate virtually all major development to the west side of the County and to shutter programs and support staff on the east side of the County.

It should be remembered that Sedona/Verde Valley residents have been politically fighting the  $103.5 development plan ever since with occasional but grudging success it was approved by the Governing Board 4-1 back in December 2013.   It was hoped that with a new administration there would  be a serious effort to begin diverting  millions of dollars to  the east side to seriously develop educational opportunities there.

It will be challenging, of course, to make up for the decades the east side has been virtually ignored in terms of serious development by the Community College.  The history of the College is that for over 50 years serious development and funding have been poured into the west side of the County  where the result is a heavily financed small college or university-like institution.

The discussion in the first forum was directed by a member of the Smith Group consulting organization. The moderator at that forum ran out of time to respond to a wide variety of citizen questions. 

YAVAPAI COMMUNITY COLLEGE DISTRICT GOVERNING BOARD TO HOLD BOARD ELECTIONS AND WORKSHOP FRIDAY, JANUARY 28

The Yavapai Community College District Governing Board will hold its Board elections and a workshop on January 28.  The meeting is scheduled to be held at the Prescott Valley Campus beginning at 9.a.m. 

The Board has not held a general meeting since November 9, 2021.   Please check the Governing Board web page for the agenda for the January 28 meeting when it is published later this week. Because of COVID-19, the workshop may be steamed on the Community College’s website.

The Yavapai College District Governing Board will hold a Workshop one Tuesday, November 16, 2021  from 9:00 a.m. – 4:00 p.m. at the Career and Technical Education Center,  220 Ruger Road,  Prescott, AZ 86301.  Because of concerns over the increase in Covid-19, the public may attend the workshop meeting online only via YouTube Link: https://www.youtube.com/user/YavapaiCollege. There will be no Call to the Public on the agenda for this Workshop meeting.

Suddenly and without explanation College posts only an agenda summary without attachments, which reduces significant information being given to public in advance of meeting the Board will discuss and/or approve; has yet to post video of last month’s  meeting, breaking with years of precedent; Governing Board appears to go along with sudden change to limit information to the public prior to meeting and non-posting of video recordings

Under Arizona law, the public has a right to attend, listen, tape record or videotape these meetings. The public may not disrupt, but may speak during the call to the public at the beginning of this meeting if the call is on the agenda. See Ariz. Att’y Gen. Op. No. I78-001.

The Community College has suddenly changed its decade-long policy of providing the attachments on-line when it announces the agenda for the meeting.  This reduces a significant amount of information relevant to the agenda that the public might find useful in deciding whether to make a 150-200 mile round-trip drive to attend.

Note that the process followed for the last decade has been to provide as much information to the general public about the agenda on-line prior to the meeting. Also note that The Yavapai Community College  District covers all of Yavapai County consisting of 8,125 square miles. The size of the County  is comparable  to states such as Connecticut (5,543 sq. miles — 12 community colleges and universities), Delaware (1,982 sq. miles — three community colleges and universities), Rhode Island (1,214 sq. miles— one public and two private community colleges)  and New Jersey (8,723 sq. miles — 19 community colleges and universities). The state of Israel encompasses  8,550 square miles (ten universities and 53 colleges).

In some cases, a person might have to make a 150-200 mile round trip in Yavapai County to attend Community College Board  meeting.

Also note that the Community College has not posted the videotape of the October meeting on the October web site, once again breaking with a years-long precedent set by the Governing Board to keep the residents of the huge County properly informed.  

Apparently, the Community College Governing Board has accepted the new policy of providing the public with as little information as it can legally get away with  when it comes to various Board meetings.

YAVAPAI COMMUNITY COLLEGE DISTRICT GOVERNING BOARD TO MEET AT 1:00 P.M. TUESDAY, OCTOBER 19 AT ROCK HOUSE ON PRESCOTT CAMPUS

The Yavapai Community College District Governing Board will hold its monthly General Open Public Meeting on Tuesday, October 19, 2021 at 1:00 p.m. at the Rock House on the Prescott Campus in Prescott, Arizona. 

Under Arizona law, the public has a right to attend, listen, tape record or videotape these meetings. The public may not disrupt, but may speak during the call to the public at the beginning of this meeting if the call is on the agenda. See Ariz. Att’y Gen. Op. No. I78-001.

YAVAPAI COMMUNITY COLLEGE DISTRICT GOVERNING BOARD MEMBERS TO SPEND THREE FULL DAYS IN POLICY WORKSHOPS AT PRESCOTT VALLEY CAMPUS

Possible goal is to hammer out revisions to a policy manual the Governing Board will use to  operate under; other matters may be raised although the present notice has no indication that will be the case

The Yavapai Community College District Governing Board has set aside three days for work on possibly revising a policy manual that was tentatively approved earlier in the year.   Numerous questions were raised about the manual by Third District Governing Board Representative Paul Chevalier.  It appears that this may be one of the reasons for the three-day “Board Study Sessions” now listed on the Governing Board’s web site.

The “Study Sessions” will begin September 7 at 9 am. and will run to 4 p.m.  each day.   The sessions are scheduled for September 7, 8 and 9.

The workshops are  calling for an unusual sacrifice of time and energy for members of the Board, all of whom are elected but unpaid, to spend this amount of time on Board policy.  It is possible other issues will be discussed although there is no indication of that so far.

Such meetings by law are open to the public although the public will  not be able to ask any questions.
